## Summary

**Expands U.S. export-control enforcement overseas.** This bill would create a five-year Export Control Officer Program inside the Commerce Department's Bureau of Industry and Security to place at least 20 officers at U.S. diplomatic posts worldwide and establish a Director chosen from Commerce staff to coordinate global coverage with the Secretary of State. - BIS and U.S. diplomatic posts would gain more on-the-ground enforcement capacity to manage end-use checks and coordinate investigations. The bill responds to a shortfall: as of 2025 just 11 export control officers covered many countries. - Exporters and industry would face more targeted end-use checks and proactive outreach aimed at improving compliance. BIS processed over 45,000 license applications worth more than $500 billion in 2024, a workload the program is meant to support. - Foreign partners and enforcement teams would get more liaison and information sharing to reduce diversion risk and better target inspections. In 2024 BIS conducted over 1,400 end-use checks in 60 countries, a level the bill seeks to broaden.
