## Summary

**Interim partial payments for small construction contractors** would let small firms get cash when a federal agency changes contract terms without their agreement. The bill would require agencies to advance at least half of a contractor's estimated extra costs while an equitable adjustment is decided. - Small business contractors: Could submit a timely request for an equitable adjustment when an agency imposes a change without agreement. Agencies would have to provide an interim partial payment equal to at least 50% of the contractor's estimated additional costs. - Subcontractors and supply chain: Any small business that receives an interim payment must pay the portion of that payment that covers a first-tier subcontractor's increased costs. First-tier subcontractors must pass the appropriate portion to their subcontractors at any tier. - Implementation and limits: The Small Business Administration would have 90 days after enactment to issue rules under the Administrative Procedure Act to implement the new process. The interim payment could not be treated as definitizing the equitable adjustment request.
