## Summary

**Creates a federal tort cause of action for harms from pediatric gender-transition procedures.** This bill would let people who were minors when they underwent such procedures sue providers and facilities and would restrict federal funding for related care, applying retroactively to past procedures. - Minors and young adults: People who were under 18 at the time of a gender-transition procedure could sue in state or federal court for bodily injury or harm to mental health. They could bring claims within 30 years after turning 18 and seek compensatory damages, punitive damages, and attorney’s fees. - Providers and institutions: Pediatric gender clinics, any medical practitioner who provided care at the clinic, affiliated hospitals, and institutions of higher education would face liability when a covered procedure causes harm. Clinics and practitioners could raise an affirmative defense if they did not know and had no reason to know the patient was a minor. - Federal funding and scope: The bill would prohibit federal funding for pediatric gender clinics, for hospitals or colleges that host or affiliate with those clinics, and for any gender-transition procedure performed on a minor. It would apply to procedures that occurred before, on, or after enactment and includes a severability clause.
