## Summary

**Centralizes and expands the State Department's counter‑narcotics and transnational crime authority.** This bill would move the Assistant Secretary for International Narcotics and Law Enforcement Affairs to report to the Under Secretary for International Security Affairs and give that office new powers over rewards, training, justice assistance, and interagency coordination. - Would fund training and equipping of foreign police, border control, and civilian law enforcement with required vetting. It would also authorize strengthening foreign justice systems but limits those activities to no more than 10% of total grant funding. - Would authorize up to $25 million for the Narcotics Reward Program and Transnational Organized Crime Rewards Program and require that at least 20% of the Bureau’s annual budget authority be used for bounties and rewards. Unspent funds for rewards would carry forward for future years. - Would make the office the coordination hub with DOJ, FBI, DEA, ICE, Defense, Treasury, Homeland Security, and the intelligence community. It would require standard monitoring and evaluation, a searchable database of bureau programming and line‑item spending, and an annual written certification to congressional foreign affairs committees on staff compliance with the Foreign Service Act.
