## Summary

**Makes federal spending from the Nuclear Waste Fund conditional on formal, written consent agreements with affected states, local governments, and Indian tribes.** The bill would block expenditures for certain repository-related activities unless the Secretary has binding repository agreements with the Governor, each affected unit of local government, any contiguous unit of general local government that waste would pass through, and each affected Indian tribe.
