## Summary

**Creates a 10-year, NEPA-exempt permit to install, operate, maintain, and remove a U.S. flagpole at Kyhv Peak Lookout Point in the Uinta National Forest.** This bill would limit eligibility, set a 10-year permit term with structured renewal and revocation rules, and waive certain land-use and cost-recovery fees for the permit holder. - Utah County residents and local nonprofits or volunteers: Priority goes to people who applied before March 5, 2026 or who have long‑standing seasonal practice. If those individuals decline, qualified Utah County residents or local nonprofits with relevant experience may receive the permit. - Permit holders: Permits last 10 years and must be renewed or reissued on a 10-year cycle. Holders are exempt from land-use fees and cost-recovery fees and must follow terms the Forest Service sets to care for the flagpole. - Forest Service operations: The Forest Service would be required to issue a permit within 180 days and to renew or reissue permits within 180 days after set triggers. Issuance, renewal, and administration of the permit are exempt from the National Environmental Policy Act review. - Public access and resource protection: The Secretary may authorize reasonable access for exercising permit rights but must limit activities and access to the smallest practicable area and protect public safety and natural resources.
