## Summary

**Prevents green or high‑performance building certifications from being denied solely because a building directly or indirectly uses fossil fuels.** It changes federal building efficiency rules, removes certain DOE subparts, and orders the Department of Energy to write new regulations within 180 days to reflect the change. - Building owners and operators: Buildings that consume fossil fuels can still pursue a green building or high‑performance green building certification even if they use fossil energy directly or indirectly. This preserves certification eligibility for a wide range of existing buildings. - Certification systems and federal references: The Energy Independence and Security Act is amended so the federal system named there cannot bar certification just because of direct or indirect fossil fuel use. Rating programs tied to federal policy must follow that rule. - Department of Energy and regulatory framework: Subpart B of Part 435 and Subpart B of Part 433 in Title 10 of the Code of Federal Regulations will have no force or effect. The Secretary of Energy must issue new or revised regulations within 180 days to implement the revised federal building energy efficiency standards under section 305(a)(3)(D).

## Provisions PRIA read

- Green building labels allowed despite fossil fuels: benefit, low. If enacted, the green building rating system the government uses would get a new guardrail. It would not deny a green or high‑performance label just because a building uses fossil fuels. This would cover direct and indirect fossil fuel use. Owners seeking that label would still need to meet all oth…
- New energy rules for federal buildings: mixed, medium. If enacted, the bill would remove two Energy Department rule sections for federal building standards. It would also strike two related clauses in federal law. Until new rules issue, agencies would apply standards as if those clauses never took effect. The Energy Department would have 180 days after…
