## Summary

**Clear front-of-package nutrition labels** would be required so shoppers can spot foods high in added sugars, sodium, or saturated fat at a glance. The bill also would require a conspicuous non-nutritive sweetener statement for products aimed at infants and young children. - Families and caregivers: Makes it easier to identify items high in added sugars, sodium, or saturated fat using a bold "High in" label and an exclamation icon. Labels must reflect Daily Values for adults, children ages 1 to 3, and infants through 12 months. - Parents of infants and toddlers: Foods marketed for infants through 12 months and children 1 through 4 years would need front-of-package labels, except infant formula. Any non-nutritive sweeteners must be disclosed and flagged as not recommended for children. - Food companies: Would have to place separate front labels for each nutrient and add adjacent sweetener statements when applicable, following a final rule issued by the Department of Health and Human Services within 180 days. - Regulators: The HHS Secretary would set Daily Reference Values and percent Daily Values for infants and update values for 1- to 3-year-olds to align with the 2020-2025 Dietary Guidelines. The rule could also revise the low-sodium claim threshold to 115 mg per reference amount or per 100 g.

## Provisions PRIA read

- Front labels for high sugar, salt, fat: benefit, high. HHS would have to finalize a front-of-package nutrition rule within 180 days. Foods for sale would need clear 'High in' labels on the front for added sugars, sodium, or saturated fat, with a separate label for each. Labels would say 'High in' and use a bold exclamation icon, based on Daily Values f…
- 'Low sodium' limit could drop to 115 mg: benefit, medium. If enacted, HHS could update the 'low sodium' claim to a stricter limit of 115 mg per serving or per 100 grams, as applicable. This change would align labels with current nutrition science. If used, manufacturers might need to adjust product labels.
- Clear labels on baby and toddler foods: benefit, medium. Front labels would also apply to foods marketed for babies and toddlers ages 0–4, except infant formula. Parents would see 'High in' labels and any sweetener note on the front once the final rule is issued. HHS would set Daily Reference Values and percent Daily Values for infants 0–12 months. HHS w…
