## Summary

**Protect Social Security benefits and access.** This bill would bar officials and contractors from changing, delaying, or withholding benefits without an Act of Congress and would forbid privatization, unauthorized data mining, workforce cuts, office closures, and cuts to core communication services. - Families and beneficiaries: It would preserve in-person and telephone help and require the Social Security Administration to keep a minimum number of field offices in each state proportional to population. This aims to keep routine benefit access and assistance available locally. - SSA employees and operations: The bill would block unauthorized workforce reductions, require detailed reports to Congress on any staffing changes and service impacts, and prevent outsourcing benefit administration without Congressional approval. - Data users, contractors, and oversight: It would ban using SSA or beneficiary data for commercial or political purposes and subject violations to federal privacy penalties. The Government Accountability Office would do annual audits and report noncompliance to Congress.
