## Summary

**Targeted sanctions on foreign actors who damage or undermine control of the Zaporizhzhia Nuclear Power Station.** This bill would let the President block assets and bar entry for foreign individuals or entities that endanger the plant or undermine Ukrainian operational control. - Foreign individuals and entities could face asset-blocking measures and immigration penalties, including immediate visa revocation and ineligibility for admission under the Immigration and Nationality Act. - The President would be authorized to prohibit all transactions in property in the United States, property that enters the United States, or property controlled by a U.S. person, using authority under the International Emergency Economic Powers Act. - Humanitarian trade and assistance are exempted, including sales of food, medicine, medical devices, and transport needed for humanitarian operations, and sanctions would not apply to those seeking to reestablish Ukrainian operational control of the plant or surrounding region. - The President may waive the sanctions if he certifies to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations at least 15 days before the waiver that it is vital to U.S. national security.
