## Summary

**Redirects unobligated federal funds to expand border security.** This bill would move specified unspent balances to pay for nonintrusive inspection systems, border barrier construction, bonuses for U.S. Customs and Border Protection staff, and a stricter handling rule for people arriving from contiguous territory. - It would fund inspection systems and set a target of a 100 percent nonintrusive scanning rate at northern and southwest land ports of entry by February 6, 2034, using one-third of the named unobligated balances. - It would transfer two-thirds of those balances to the Department of Homeland Security for southwest border wall construction and require quarterly reporting to key congressional committees on implementation benchmarks and cost estimates. - It would authorize CBP hiring bonuses up to $15,000, annual retention and relocation bonuses up to 15 percent of basic pay, and require that aliens arriving from contiguous territory be returned to that territory or a safe third country pending proceedings or be detained for credible fear determinations.
