## Summary

**Would boost local food purchasing and rural farm economies by funding USDA cooperative agreements.** The bill would create a program for noncompetitive cooperative agreements that let eligible entities buy unprocessed or minimally processed local foods and expand markets for small, mid-size, beginning, and veteran producers. - Farmers and producers: Small, mid-size, beginning, and veteran producers would get new buyers and support. Grantees must ensure at least 25% of their annual purchases come from these priority producers. - Community access and technical help: Eligible entities would use awards to buy and distribute fresh local foods to nonprofits and other food distributors and to provide technical assistance like food safety training. - Funding and rules: The bill would supply $200 million in mandatory funding each year starting in FY2026 and authorize $200 million for FY2026 through FY2030. Ten percent of annual funds would go to Tribal governments, each State would receive 1%, and the remainder would be allocated using the Emergency Food Assistance Act formula. Not more than 25% of a cooperative agreement could cover administrative expenses and technical assistance, and at least half of that amount must be used for technical assistance. *Would create mandatory spending of $200 million each year starting in FY2026, increasing federal outlays.*
