## Summary

**Temporary waivers for shipping rules in noncontiguous U.S. areas during major disasters.** This bill would allow agency heads to waive navigation and vessel-inspection laws for vessels carrying disaster relief to Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, Hawaii, and Alaska. - Families and households in affected noncontiguous areas would see faster delivery of relief cargo and supplies during a declared major disaster or emergency. - Disaster relief carriers and mariners could use time-limited waivers to move relief goods; waivers last up to 10 days, may be extended once, and cannot exceed a 45-day total for any one disaster. - Local leaders and federal overseers get checks: governors of the affected area are consulted on extensions and agencies must notify relevant congressional committees within 48 hours of any waiver or extension.
