## Summary

**A deadline framework for emergency relief projects.** This bill would stop a Federal Highway Administration emergency relief project from advancing to the construction obligation stage until the end of the sixth fiscal year after the later of a Governor-declared emergency or a Presidential major disaster declaration. It would also let Governors request time-limited extensions and require FHWA to refresh and publish its Emergency Relief Manual on a regular basis. - Communities recovering from disasters would likely face longer lead times before repair projects reach the construction obligation stage, since projects generally could not advance until the sixth fiscal year after the triggering declaration. - Governors would gain a clear extension path. They could request a one-year extension and seek further extensions if the Secretary of Transportation accepts the Governor's justification. - State departments of transportation and the public would see more up-to-date guidance. FHWA would be required to update the Emergency Relief Manual every two years, distribute it to all State DOTs, and post it on the Secretary's website.
