## Summary

**Verifiable state residency required for most overseas voters.** The bill would require nonmilitary overseas voters to provide a verifiable in-state mailing address before a State or the Presidential designee can transmit an absentee or Federal write-in absentee ballot. - Nonmilitary overseas voters must provide a verifiable mailing address within the State that shows either their current residence or the current residence of a spouse, parent, or legal guardian to receive a State absentee ballot. - The Presidential designee may not send a Federal write-in absentee ballot unless the voter provides the same verifiable in-state mailing address. This requirement does not apply to absent uniformed services voters. - If an overseas voter fails to provide the required information for a regularly scheduled general election for Federal office in the State where they seek to vote, they may vote in the District of Columbia on the same date and will be considered a D.C. resident for that election. The rule applies to elections held in 2026 and later.
