**A temporary freeze on layoffs at the Forest Service.** This bill would bar the Forest Service from starting or carrying out any reduction-in-force or involuntary separation of competitive service employees, career employees in the excepted service, or career Senior Executive Service appointees except for misconduct, delinquency, or performance. The Secretary of Agriculture, acting through the Chief of the Forest Service, would implement the moratorium. The pause would last until full-year Forest Service appropriations for FY2026 are enacted into law. Existing adverse-action authorities for cause under federal civil service rules remain available.
