## Summary

**Creates lump-sum catch-up payments** for certain 1983 Beirut barracks and 1996 Khobar Towers bombing victims who missed earlier payouts because of Department of Justice guidance. The bill would let the Special Master authorize missed payments and set procedures for who can get them. - Families and victims: Those who did not apply earlier due to DOJ guidance could receive lump-sum catch-up payments if they show they relied on that guidance. They may prove reliance with written or verbal communications, a sworn statement, or other methods the Special Master allows. - Administration: The Special Master would have to publish procedures and guidance within 30 days and accept multiple forms of documentation to determine eligibility. - Payment source: The Special Master could pay catch-up amounts from the Fund's reserve or from the Fund itself if reserve funds are insufficient.
