## Summary

**This bill would require the Census to count only U.S. citizens in state population tabulations.** It would also add a citizenship question to household questionnaires and use a statutory override to enforce that approach. - Directs the Secretary of Commerce, acting through the Director of the Census Bureau, to conduct the population census so that any tabulation of population by State counts only individuals who are citizens of the United States. - Requires questionnaires used for determining total population by State to include a checkbox or similar option for the respondent to indicate, for the respondent and for each household member, whether that person is a U.S. citizen. - Uses a "notwithstanding" clause to override all other law and require that citizenship status be captured via a survey instrument for each person in the household and used in State population tabulations.
