## Summary

**Protecting the competitive civil service** by banning the creation of Schedule F and limiting the expansion of noncompetitive job schedules. It would require written employee consent for many transfers and cap moves from the competitive service into the excepted service during each presidential term. - Federal employees: Competitive service employees could not be moved into the excepted service without their prior written consent. - Agencies: Agencies could place positions only into schedules A through E as defined in the Code of Federal Regulations on September 30, 2020. An agency could transfer at most 1 percent of its workforce or five employees, whichever is greater, into the excepted service during a four-year presidential term. Agencies would also need the Director of the Office of Personnel Management's prior consent to move occupied positions into schedule C. - Office of Personnel Management and Department of Veterans Affairs roles: The Director of the Office of Personnel Management would be required to issue regulations to implement these limits. The restrictions would apply to positions under chapters 73 and 74 of title 38, covering certain Department of Veterans Affairs jobs.
