## Summary

**This bill would direct HUD to investigate and police pad-site pricing and investor influence in manufactured home communities.** It would require HUD to produce a report within 270 days with a long-term strategy using race, gender, and socioeconomic data and to monitor concentrated purchases in local markets. - Residents: Seniors and other residents of manufactured home communities would get an official analysis of how pad-site price manipulation and investor behavior affect housing costs and access to utilities. - Institutional investors and large buyers: HUD would monitor purchases and must investigate any single purchaser that bought more than 2,500 manufactured homes or pad sites in a market area since Jan 1, 2015 for price gouging, rent increases above the area's median rent rise, or failure to provide utilities. - Policymakers and HUD: HUD must publish investigation reports to Congress and online and develop a long-term strategy to address manipulation. The bill exempts the data collection for the investigation from the Paperwork Reduction Act.
