## Summary

**Easier access to direct farm real estate loans for newer farmers.** This bill reduces how long someone must substantially participate in farm management to qualify for USDA direct farm real estate loans and lets the Secretary accept other education or experience as qualifying. - Beginning farmers and ranchers: Shortens time-based eligibility. It replaces prior 3-year requirements with 1-year rules and allows a qualifying 1-year period to be met in as little as 6 months. - USDA loan administration: Gives the Secretary broader discretion to define what counts as "substantial participation" and to accept alternative education or experience over shorter periods.
