**Federal grants for animal shelters** would create a new grant program under the Animal Welfare Act to help shelters pay for feeding, veterinary care, housing, recreation, and staff costs. The bill would also require shelters to report animal intake and outcomes and direct the Secretary of Agriculture to issue implementing regulations and annual reports to Congress. - Shelters would be eligible for grants to cover feeding, sheltering, veterinary care, recreational activities, and hiring, training, and retaining staff. Grants would last up to 3 years and can be renewed if the grantee files the required report. - Animals and local operations would get more data and accountability because grant recipients must submit a report within 180 days after the first grant and each year after on species taken in, the outcome for each species, and how funds were used. - Oversight would increase. The Secretary of Agriculture would have to promulgate regulations within 180 days of the relevant subsection and submit annual reports to the House and Senate Agriculture Committees on program use and recipient spending.
