## Summary

**Would bar exports of advanced AI semiconductors to the People’s Republic of China unless the Commerce Secretary approves and Congress enacts a joint resolution.** It would create an interagency review that weighs security, technology, military and human rights risks, define which chips and recipients are covered, allow narrow exemptions, and include a three-year sunset. - U.S. semiconductor companies and exporters: would need Commerce sign-off plus a congressional joint resolution for any export of chips above specified performance thresholds, such as total processing performance above 2,400 or DRAM bandwidth above 4,100 GB/s. - National security and foreign policy officials: would run an interagency review with the Secretaries of Defense, Energy, and State and the Director of National Intelligence and weigh six factors including national security, technological leadership, military risk, human rights, alternative supply, and economic impact. - Scope and exceptions: treats Hong Kong and Macau as part of the People’s Republic of China and covers entities owned or controlled by the PRC or the Chinese Communist Party, exempts humanitarian shipments, diplomatic facility needs, and returns for repair, and sunsets after three years.

- Which AI chips and recipients are covered: mixed, medium. The bill would set clear numbers for what counts as an “advanced AI” chip. A chip would be covered if it meets any one of these: total processing 2,400 or more; performance density 1.6 or more; DRAM bandwidth over 4,100 GB/s; interconnect over 1,100 GB/s; or DRAM plus interconnect over 5,100 GB/s.…
- Rules would end after three years: mixed, low. The bill would end all of its rules three years after enactment. After that date, the Act would cease to be effective.
