**Raises safety and security standards** for federally assisted housing in areas HUD designates as high-crime. It creates rules to identify those areas, forces owners and public housing agencies to meet enhanced safety requirements, and gives grant priority to projects in high-crime neighborhoods. - Families and tenants: Tenants in public and project-based housing in designated high-crime areas get strengthened safety features in their dwellings and access to anonymous tenant reporting hotlines. - Housing providers and public housing agencies: Owners and agencies must meet new contract and inspection obligations and incorporate the enhanced safety measures into housing quality checks. - Department of Housing and Urban Development and funding: HUD must identify high-crime areas within 90 days and publish safety standards within one year.
