## Summary

**Protect staffing at public shipyards.** This bill would prevent most hiring freezes and workforce cuts at public naval shipyards that are done because of spending cuts, reprogramming of funds, or an employee's probationary status. - Workers at public shipyards would be insulated from those fiscal and administrative reductions. The law lists trades and roles included such as welders, pipefitters, shipfitters, radiological technicians, engineers and engineering technicians, mechanics, painters and blasters, apprentices, and positions supporting nuclear maintenance and refueling and the Shipyard Infrastructure Optimization Program. - Positions that support workforce development pipelines and infrastructure maintenance would also be protected to help keep training and facility work staffed. - The Secretary of Defense would still retain authority to manage the Department of Defense workforce for cases of misconduct or poor performance under existing procedures.
