## Summary

**Rapid development and mass production of small unmanned aircraft systems (sUAS).** This bill would create the SkyFoundry Program inside the Department of Defense to accelerate R&D, testing, and scalable manufacturing of sUAS and related autonomous systems using faster acquisition tools and public private partnerships. - Military and defense planners: Would give the Army a government-run Innovation Facility for testing and a Production Facility to scale proven designs. The program would use rapid prototyping and fielding authorities to move designs faster into service. - Manufacturers and the industrial base: Would allow use of Title III authorities under the Defense Production Act to prioritize domestic capacity, fund production scale up, and treat sUAS and related energetics as essential to the defense industrial base. The United States must retain government purpose intellectual property rights for systems developed under the program. - Local communities and supply chain workers: The Production Facility is expected to reach a capacity of 1,000,000 sUAS annually once established. Site rules push use of existing Army Depots and specific acreage and facility size criteria to guide location and upgrades.
