## Summary

**Reestablishes an EPA Office of Noise Abatement and Control** to treat noise as a public health and welfare issue and to fund local programs, research, and education. It would expand national research, create grants and regional support centers, and require a focused aircraft-noise study. - Families and communities: Would fund national assessments and research on how noise affects mental and physical health, with attention to exposure trends near highways, rail yards, and airports. Requires an aircraft-noise study with a report and specific mitigation recommendations to Congress within 2 years. - State and local governments: Would provide technical assistance and grants to help states and towns build noise-control programs and buy equipment. Creates regional technical assistance centers that partner with universities and private organizations and redefines Quiet Communities grant mechanisms. - Researchers, FAA, and airports: Would establish a national noise-control research program and an environmental assessment program to track exposure, response, ambient levels, and the effectiveness of abatement actions. Directs review of Federal Aviation Administration noise measurement methods, health impact thresholds, and airport abatement program effectiveness.
