## Summary

**Creates a federally recognized, REAL ID–compliant photo release card for U.S. citizens leaving federal prison.** It would give people a short-term government photo ID to help them prove identity and access services after release. - People leaving federal custody: The Bureau of Prisons would be required to issue a photo release card that meets REAL ID minimum standards. The card must be issued within 180 days and be valid for at least 18 months. - States and state prisoners: The Bureau of Prisons Director would negotiate with each state so the release card can be used to obtain a state-issued ID. The Attorney General would also issue guidance to states on photo release cards for people leaving state correctional facilities and the Director must report to Congress annually with the first report due within one year. - Federal benefits and buildings: Federal programs and activities would have to accept the release card as proof of identity for items like Social Security, Medicare, Medicaid, SNAP, TANF, Department of Education and Housing programs, the Department of Veterans Affairs, and entry into Federal buildings.
