## Summary

**Boost domestic biomanufacturing to make the defense supply chain more resilient.** This bill would establish a Biotechnology Supply Chain Resiliency Program inside the Department of Defense to develop, scale, and transition biotechnology research from military service laboratories into materials, fuels, and other products that reduce reliance on vulnerable foreign supply chains. - Armed Forces and readiness: Would prioritize technologies that improve logistics and mission performance, such as field-enabled manufacturing of construction-grade bio-cement, deployable infrastructure components, and biologically derived protective materials to lower supply risk. - Labs, industry, and academia: Would fund applied research, rapid prototyping, pilot-scale production, and facility and digital upgrades. Military labs could enter contracts, grants, or other transactions with commercial firms and universities to transition technologies to operational use. - Workforce, local economies, and oversight: Would support education and workforce development and promote next-generation feedstocks to spur local economic growth. If begun, the Secretary must submit an initial funding plan within 90 days, then annual unclassified reports, and the authority sunsets after 10 years unless the President approves continuation.
