## Summary

**This bill would require the FAA to create standardized reporting for unidentified anomalous phenomena (UAP) incidents across civilian aviation.** It would set deadlines for procedures, require data archiving and interagency sharing, and protect reporters from reprisals. - Aviation personnel and operators: Pilots, air traffic controllers, flight attendants, maintenance staff, dispatchers, air carriers, and airports would get a clear reporting path and legal protections. Reports could not be used to evaluate medical certificates or airman competency and employers are barred from retaliation. - FAA investigations and data handling: The FAA would have 180 days to develop synchronized collection, reporting, and analysis procedures and to ensure timely investigations. It must archive pilot-controller communications, radar and other data and share reports and archived information with the Department of Defense’s All-Domain Anomaly Resolution Office and coordinate with other federal science and security agencies. - Public outreach and reporting systems: The FAA would have 180 days to launch a communications strategy to reduce stigma and publicize reporting. The agency must choose within 180 days to use the existing Aviation Safety Reporting Program or create a new system that can capture object descriptions, apparent kinematics, and allow safe Electronic Flight Bag submissions.

## Provisions PRIA read

The FAA would choose a reporting system within 180…
- Job and license protections for UAP reporters: benefit, low. If you spot or report a UAP, airlines and covered employers would not be allowed to punish or threaten you for it. Federal bosses and covered contractors could not revoke clearances or fire you as reprisal. The FAA generally would not use reports against you in enforcement, unless the facts involve…
