## Summary

**Strengthened federal oversight of interstate farmed-animal transport.** The bill would create a formal inspection and enforcement mechanism and ban moving livestock that international standards classify as “unfit to travel.” - Carriers and vessel operators would be subject to inspections and record reviews under rules the Department of Transportation would write with the Department of Agriculture, and those rules must be developed within 180 days after enactment. - Farmers and livestock handlers would be prohibited from moving animals that meet criteria tied to the World Organisation for Animal Health code, including visibly sick, injured, unable to stand, newborns with unhealed navels, animals that gave birth within 48 hours when traveling with offspring, and pregnant animals in the final 10 percent of gestation. - Federal agencies would get explicit authority to issue regulations, orders, and guidance to carry out investigations and enforcement across rail, express, common carriers, and vessels, while allowing interstate movement for veterinary care.
