## Summary

**Creates a government-wide audit of offshore AI research and a plan to push development back to the United States while limiting foreign control of U.S. AI assets.** The bill would direct the Secretary of Commerce, through the Under Secretary of Commerce for Industry and Security, to map offshore AI development, assess risks to the economy and national security, and recommend strategies to strengthen domestic research and reduce risky foreign acquisitions. - Federal agencies and Congress would receive a comprehensive report within 240 days and annual updates thereafter. The report must identify offshore locations, cross-border partnerships, reshoring trends, workforce movement, and ownership of U.S. AI assets and include trends for up to 30 years. - U.S. researchers and industry would face new policy attention: the bill would require the Secretary to recommend strategies to disincentivize offshore development, strengthen domestic research capacity, and tighten oversight of foreign acquisitions of U.S. assets. - National security and allied interests would be central to the analysis: the report must assess impacts on the national economy and security, allies and partners, and specifically consider adversaries named in the bill including the DPRK, Iran, the PRC, Russia, and proxies, plus risks to vulnerable markets like Taiwan. - The initial report would be barred from including personally identifiable information about foreign nationals or foreign officials.
