## Summary

**This bill would create a program to prevent trafficking and disappearance of unaccompanied alien children** and would impose strict vetting and continuous monitoring of sponsors and children. It centers HHS oversight and data checks to spot and stop exploitation early. - Would cover every unaccompanied alien child released from HHS after enactment and those released earlier who remain in the United States. Enrollment would end on removal, when the child turns 18, or if the child obtains lawful immigration status. - Would require pre-release vetting of sponsors and all adult household members with biometrics, DNA testing to confirm claimed relationships, in-person interviews, and checks of FBI records, the National Vetting Center, the National Sex Offender Registry, state child abuse databases, and foreign criminal records. The bill would bar sponsors unlawfully present unless they are a parent, legal guardian, or biological relative and would disqualify people with certain criminal, gang, terrorist, or sex-offender links. - Would mandate continuous GPS tracking for both child and sponsor, monthly telephonic reporting once the child is age 4 or older, and DNA collection from the child and household adults. HHS would do a home visit before release, at least 6 unannounced visits in the first year, and at least 4 unannounced visits per year after.
