## Summary

**Condition federal highway funding on state driver’s license and immigration-information rules.** This bill would withhold 50% of certain federal highway apportionments from states that do not meet those requirements beginning in fiscal year 2027. - States would face a funding penalty. If a state does not bar issuance of a driver’s license or commercial driver’s license to someone who lacks proof of U.S. citizenship or lawful permanent residence, 50% of its apportioned highway funds under 23 U.S.C. 104(b)(1) and (2) would be withheld starting FY2027. - Individuals without proof of U.S. citizenship or lawful permanent residence would be ineligible for state driver’s licenses and commercial driver’s licenses under the bill’s rules. - State and local officials could not ban collecting or sharing “immigration enforcement information” with the Department of Homeland Security, and the Secretaries of Transportation and Homeland Security would determine compliance and maintain a public database on each state’s status.
