## Summary

**Establishes minimum training-hour standards for health career training and makes cash stipends tax-free.** This bill would require Health Profession Opportunity Grant demonstration projects to provide at least the training hours a State requires for certification or, where no State standard exists, the number the Secretary finds necessary to achieve the skill level. It would also exclude cash stipends and emergency assistance paid under those projects from federal income tax and remove the requirement that payers file an information return for those payments. - Trainees and families: Participants would receive training that aligns with State certification hours or a federal standard so credentials reflect measurable job skills. The training-hour rule and tax change would take effect October 1, 2025. - Grant recipients and training programs: Eligible entities awarded HPOG grants must meet the new minimum hours for credentialed programs, which could require adjusting course length or curriculum. - Stipend and emergency-aid recipients: Cash payments and short-term emergency assistance through these projects would not be counted as federal taxable income, and programs would not need to file Subtitle F information returns for those payments.
