## Summary

**Creates a competitive grant program for arts education at Minority-Serving Institutions.** This bill would direct the Education Secretary to award grants to MSIs to expand arts programs, student supports, exhibitions, apprenticeships, and teacher mentoring with priority for benefits that reach minority students. - Minority-Serving Institutions would be eligible to apply for competitive grants to fund arts departments, outreach and development offices, and the maintenance and display of minority art collections. - Students in arts and cultural programs could receive financial assistance, stipends for clinical experiences, and wraparound supports like faculty and peer mentoring, career advising, and work-based learning. - Future arts educators and mentor teachers would get support through stipend-funded clinical placements, mentoring program development, and paid professional learning partnerships with nonprofit arts education groups. - Cultural access could expand through funded exhibitions and internships that help elevate work by minority artists and address museum leadership racial imbalances of roughly 89–93% white.
