## Summary

**This bill would expand credit reporting to housing, utility, and telecommunications payments.** It would let certain housing, utility, and telecom providers, or HUD, submit consumers' payment performance to consumer reporting agencies, while limiting what utility usage data can be shared. - Families and renters: Lease payment performance, including leases with HUD-subsidized occupancy, could be furnished to credit bureaus. That creates a new credit signal for renters who pay on time. - Utilities and consumers: Energy utilities and other utility or telecom firms could report payment-related information but may only report usage data when it relates to payment or service terms such as deposits, discounts, or interruption conditions. Energy utilities may not report a late payment if a consumer and the utility have a payment plan and the consumer is meeting that plan's obligations. - Oversight and liability: The bill would add the new reporting rules to Fair Credit Reporting Act liability so violations tied to the new subsection could trigger legal responsibility. It also requires a Government Accountability Office study within two years on consumer impacts and on how reporting consumer cash flow data affects credit scores.

## Provisions PRIA read

- Rent and utility payments on credit reports: benefit, medium. If enacted, this would let a person or HUD furnish rent payment records and utility or telecom payment records to credit agencies. It would define "energy utility firm" and "utility or telecommunication firm." Usage data could only be shared if it relates to payment or terms like deposits, discount…
- Limits on furnishers' legal liability: mixed, low. If enacted, this would amend the Fair Credit Reporting Act to make reports under the new rent and utility data rules subject to the statute's liability limits. That would extend the existing liability framework and related regulations to the new reporting permissions. This change would take effect…
