## Summary

**Preempts State and local enforcement of International Criminal Court (ICC) requests without express federal authorization.** - Foreign nationals: State and local officers would be barred from arresting, detaining, or otherwise depriving the liberty of a foreign national solely because of an ICC indictment, warrant, summons, or request. - State and local law enforcement: The bill would forbid cooperation with the ICC to effectuate arrests and would bar use of local funds, facilities, personnel, or equipment for that purpose. - Federal exceptions and legal effect: Congress could enact case-specific authorization and the President could issue a written certification and authorization for national security cases. The act would override any state or local law that permits inconsistent actions and includes a severability clause so other provisions remain if one is struck down.
