## Summary

**Prohibits certain foreign gifts to colleges and universities.** This bill would bar colleges that receive Higher Education Act funds from accepting gifts from any country that has provided material support to a foreign terrorist organization or from China, Russia, North Korea, or Iran, and it would require institutions to report each offered gift from those countries to the Secretary to remain eligible for federal funds. - Colleges and universities would be unable to accept gifts from the listed countries and must report each offer to the Secretary to keep eligibility for Higher Education Act funding. - Donors from China, Russia, North Korea, Iran, or any country the Secretary of State determines has provided material support to a designated foreign terrorist organization would be excluded as allowable gift sources. - The bill ties national security definitions from federal law into higher education funding rules by using the legal meaning of "material support" and the definition of a foreign terrorist organization.
