## Summary

**Keeps FAA funding flowing during appropriations gaps.** The bill lets the FAA use unappropriated Airport and Airway Trust Fund amounts to continue programs in Operations, Facilities and Equipment, Research, and Grants‑in‑Aid for Airports at prior‑year rates during a lapse in regular appropriations. - FAA staff and programs — Programs, projects, and activities that were funded in the preceding fiscal year may continue using Trust Fund amounts that are not otherwise appropriated. Funding for any program cannot exceed the rate provided in the prior year and begins on the first day of a lapse. - Airports and infrastructure — Airport grants and capital projects that received prior‑year funding can keep receiving eligible Trust Fund support under the same limits and conditions for up to 30 days or until a regular appropriation or continuing resolution becomes law. - Budget accounting and legal limits — Funds remain subject to the preceding year’s terms and conditions and any expenditures will be charged to the applicable appropriation when a regular appropriation or joint resolution becomes law. The bill also amends the Internal Revenue Code expenditure authority to reference this Act.
