## Summary

**This bill makes federal transportation decisions explicitly target and measure greenhouse gas reductions, climate resilience, air quality, and transit accessibility.** It forces planners and project sponsors to show how projects cut pollution and improve access before new road capacity gets federal support. - Families and neighborhoods will see more emphasis on transit and cleaner air because planners must track transit accessibility, transit stop distance, transit mode share, first/last mile access, and mobile-source emissions for big projects. - State and metropolitan planning organizations and newly defined "covered entities" must set targets and file an initial performance report within 180 days of standards, and large or capacity‑increasing projects must analyze changes in vehicle miles traveled, emissions, non-single-occupancy-vehicle trips, and environmental justice metrics. - Federal funding shifts if targets are missed: 33 percent of 23 U.S.C. 104(b)(1) and 10 percent of 23 U.S.C. 104(b)(2) apportioned funds must go to eligible climate and multimodal projects, rising 2 percentage points each year until targets are met. The bill also requires cost-effectiveness comparisons, a public maintenance plan for new capacity, interagency data tools, and technical assistance to implement these standards.

## Provisions PRIA read

- Transit access standards for big metros: benefit, medium. Within one year of enactment, the Secretary would set national standards to measure transit access, stop distance, transit mode share, first/last mile links, and access for people with disabilities. Metropolitan planning areas with 250,000 or more people on the enactment date, and the States that i…
- States face climate targets and funding shifts: mixed, high. This bill would add new goals to cut per-person driving, reduce greenhouse gases, and make roads more resilient. The Secretary, with EPA, would set minimum State standards and measures, aiming for net-zero emissions. Federal road performance tracking would also add transit access metrics like stop…
- Stronger review before adding road lanes: mixed, medium. Before approving a covered project that adds capacity or gets at least $25 million in federal highway funds, planners would need to publish analyses. They would estimate changes in per-person driving, greenhouse gases, and trips by transit, walking, biking, or passenger rail. For environmental just…
