## Summary

**Prevent excessive airline ticket price increases during disasters or emergencies.** This bill would bar ticket agents, air carriers, foreign air carriers, and others who sell airline tickets from charging excessive fare hikes when a State, the District of Columbia, or a U.S. territory declares a disaster or emergency. It directs the Secretary of Transportation to write standards to decide what counts as excessive and sets a minimum rule that any increase of 30% or more is treated as excessive. - Families and travelers: Would face fewer sudden, large fare spikes during local disasters or emergencies, lowering the chance of extreme price jumps for urgent travel. - Airlines and ticket sellers: Would be subject to a new prohibition and to standards the Secretary of Transportation must issue. The rule explicitly covers U.S. carriers, foreign carriers, ticket agents, and others selling air transportation. - Federal oversight and Congress: Requires the Federal Aviation Administration (FAA) to study whether unfair ticketing practices occurred in disaster-related sales and to report findings to Congress within one year.
