## Summary

**Expanding tribal participation and control in Indian trust-asset programs.** This bill would create a new "Tribal Organization" category and rewrite planning and management rules so tribes or authorized tribal organizations can lead, amend, and carry out trust-asset plans with continued access to federal support. - Tribes and households: Tribes would be able to submit, amend, and operate integrated trust-asset management plans. Tribes operating under an approved plan would remain eligible for federal funding on the same basis as tribes without an approved plan. - Tribal Organizations: Legally established Tribal Organizations that are controlled or sanctioned by a tribe or democratically elected by the community could act for a tribe when the tribe approves. Any contract or grant that benefits more than one tribe would require each involved tribe's approval. - Asset management and federal role: The bill would expand the definition of "trust assets" to include trust lands, natural resources, trust funds, and resources in approved management plans. It would require Secretary approval for activities related to trust assets, strengthen public notice and consultation for forest management plans, and direct the Secretary to defer to tribal decisions that follow an approved plan.

## Provisions PRIA read

- Federal trust duty stays the same: benefit, low. This bill would say it does not change the United States’ trust duty to tribes. The federal trust responsibility would stay the same.
- Funding stays for approved tribal plans: benefit, low. If enacted, tribes with an approved plan would keep federal funding for activities under that plan. They would be treated the same as tribes without a plan while the plan is in effect.
- More tribal control of trust assets: benefit, low. This bill would treat more lands, resources, and funds as trust assets covered by a plan. Tribes could take more actions, like leases and forest work, under an approved plan. If an action matches the plan and the law, many steps could proceed without a separate approval from the Secretary.
- Tribal organizations could manage trust assets: benefit, low. If enacted, the Secretary would run a project for tribal trust asset plans. A tribe would need to submit a plan and a governing body resolution to join. A tribal organization could act for a tribe only if it is legally tied to the tribe and the tribe approves in writing. Tribes or approved groups c…
- Forest plan input for interested parties: mixed, low. If enacted, notices on proposed forest plans would go to interested parties, not the general public. Interested parties would get a fair chance to comment on the plan and major environmental impacts.
