## Summary

**This bill would strengthen U.S. security ties with the Baltic countries** by requiring a focused assessment of military, cyber, hybrid, and political threats and by identifying ways to deepen defense and economic cooperation with Estonia, Latvia, and Lithuania. - Estonia, Latvia, and Lithuania would get a formal U.S. review that highlights threats and offers recommendations to boost deterrence, cybersecurity, and democratic resilience. - U.S. foreign and defense policymakers would have to produce a joint report, led by the Secretary of State in coordination with the Secretary of Defense, delivered within 180 days and issued in unclassified form with an optional classified annex. - The report must identify roles played by Russia, Belarus, China, Iran, and other malign actors and point to opportunities for stronger bilateral and multilateral defense cooperation and closer economic ties to counter pressure.
