## Summary

**Limits immigration enforcement within 1,000 feet of protected emergency response locations.** The bill would bar enforcement actions that take place, are focused on, or occur within that zone except for narrow exigent circumstances and specified preapproved national security operations. - Families and disaster survivors: People at disaster relief sites, shelters, and family reunification points would be shielded from routine immigration enforcement near those sites within 1,000 feet. - Emergency responders and relief organizations: Relief operations would face less disruption because officers must be discreet, minimize time at sites, and limit actions to preapproved targets. - Migrants subject to enforcement: Information collected in violation of the rule could not be used in removal proceedings and the affected person could file for immediate termination of the proceeding. - DHS personnel and agencies: ICE, CBP, and other designated enforcers would have to stop when exigent circumstances are unclear, consult a supervisor in real time, and follow new annual training requirements for senior officials. - Oversight and transparency: Within 30 days of any enforcement at a protected location DHS must report details to the Inspector General and the Office for Civil Rights and Civil Liberties, and ICE and CBP leaders and the OIG must provide annual reports to Congress. This bill would also require DHS to define certain officials and issue implementing rules within 90 days.
