The bill would let the Secretary of State waive those sanctions case-by-case for renewable periods up to 180 days if specific behavioral conditions are met, and the sanctions would expire after seven years. - Secretary of State authority: could grant case-by-case waivers for renewable periods not to exceed 180 days after transmitting a required determination to the appropriate congressional committees. - Waiver conditions: the Secretary must find the PLO and the PA are not undermining prior commitments to UN Security Council Resolutions 242 and 338 at international organizations, not taking steps to internationalize the conflict through the International Criminal Court or the International Court of Justice, not supporting terrorism including incitement and glorification in textbooks, and not providing payments or benefits that support terrorists and their families. - Sunset: the sanctions framework would terminate seven years after the date of enactment.
