## Summary

**This bill would let the Secretary of the Interior evaluate and permit renewable energy development on existing Federal energy leases, focusing on the co‑location of solar and wind.** It ties evaluations and permits to the consent of the existing leaseholder and directs the Secretary to decide within 180 days whether these actions normally do not significantly affect the environment under the National Environmental Policy Act and to issue a rule to implement the section. - Existing leaseholders. Leaseholders must consent before anyone can evaluate or get a permit to build or operate solar or wind systems on their leased area. - Renewable developers and project sponsors. Applicants could receive permits to construct or operate systems that produce, transport, store, or transmit solar or wind energy on approved areas of those leases. - Federal land management and review. The Secretary could use existing authorities under the Outer Continental Shelf Lands Act and the Federal Land Policy and Management Act to authorize evaluations and permits and must issue a rule to carry out the section.

## Provisions PRIA read

- Allow solar and wind on federal leases: benefit, low. If enacted, the Interior Secretary would be able to allow people to evaluate parts of some existing federal energy leases for solar or wind. This would apply only to leases, easements, or rights-of-way on Interior-managed land that were issued, granted, or renewed on or before the date of enactment…
