## Summary

**Would require mandatory body cameras for covered immigration officers during public immigration enforcement functions.** It would set rules for footage retention, who can request longer retention, and annual reporting plus independent oversight to boost transparency and accountability. - People recorded: Video would be kept for six months by default and deleted unless it captures a use of force, events before or during a criminal arrest, or a complaint. Subjects, officers, supervisors, training officers, a subject's parent or guardian, and next of kin may request extended retention up to 3 years if they reasonably assert evidentiary, exculpatory, or training value. - Covered immigration officers: The requirement would apply to U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement officers and to individuals deputized or designated under federal law or agreements. Cameras must be worn and operated during public enforcement actions such as patrols, stops, arrests, searches, interviews to determine immigration status, raids, checkpoint inspections, and service of warrants, but not during undercover or covert operations or non-enforcement activities. - Department oversight and accountability: The Secretary of Homeland Security must enforce discipline for noncompliance and submit an annual public report to Congress with the total number of public enforcement functions, documented noncompliance, and summaries of disciplinary or remedial actions. The bill also creates an independent advisory panel of civil rights, privacy, technology, and law enforcement oversight experts and allows the Inspector General to redact sensitive information with a required justification.
