## Summary

**Cuts congressional pay for days the government is shut down.** This bill would create a per-day pay reduction tied to each 24-hour lapse in appropriations and adds a withholding-and-escrow rule for the One Hundred Nineteenth Congress to address the Twenty-Seventh Amendment. - Members of Congress would lose one day's pay for each 24-hour period a government shutdown lasts. The pay-reduction formula is set to apply to days after the regularly scheduled November 2026 general election. - For the One Hundred Nineteenth Congress the bill would require payroll administrators to withhold the calculated amounts and place them in escrow, then release the funds on the last day of that Congress to avoid varying compensation under the Twenty-Seventh Amendment. The withholding rule does not apply to any days after the November 2026 general election that occur within the 119th Congress. - Payroll administrators — the House Chief Administrative Officer or designated employee and the Secretary of the Senate or their designee — would be responsible for withholding and depositing amounts into escrow. The Secretary of the Treasury must provide assistance to implement this requirement.
