## Summary

**Advance partial payments for 2025 crops.** This bill would let producers take a partial, advance payment equal to 50% of their projected 2025 commodity payment and temporarily suspend certain statutory payment limits for crop year 2025. - Producers and farms: Farmers on an eligible farm could opt in by December 1, 2025 to receive a partial payment equal to 50% of the projected payment for each covered commodity, with a later reconciliation after the marketing year. - Payment limits: The bill would suspend subsections (b) and (c) of the Food Security Act payment limits for persons and legal entities for crop year 2025 so those limits would not apply that year. - Assignments and repayments: Partial and subsequent payments may be assigned under existing rules at 7 CFR part 1404, and any aggregate excess payments after reconciliation must be repaid without interest.
